People are concerned that a decision to approve the required 401 Water Quality Certificate could come any day. Since FERC has conditionally approve the pipeline, a rejection by New York State's DEC of the water quality certificate application would stop the project. The Constitution Pipeline project, if approved, would destroy more than 1,000 acres of beautiful forests and farms, clear cut more than 700,000 trees, cross 277 waterways in upstate New York, and put communities and public safety at risk. Moreover, approval would allow private pipeline corporations to profit from the seizure of land from NY residents through eminent domain. Consequently , many organizations have urged that Governor Cuomo and Acting DEC Commissioner Gerstman deny issuing a 401 Water Quality Certificate.

Over the weekend, hundreds of protesters marched across the Brooklyn Bridge, calling on Gov. Kathy Hochul to reject a proposed expansion of natural gas pipelines in the state. Hundreds of people from the Northeast traveled to Albany today to urge the Cuomo Administration to stop shale gas projects in New York state. The environmental groups and concerned citizens say projects such as the Constitution Pipeline violate property rights, destroy the environment and put people at risk.
